{"id":2664,"date":"2010-11-03T14:00:06","date_gmt":"2010-11-03T18:00:06","guid":{"rendered":"http:\/\/shermandorn.com\/wordpress\/?p=2664"},"modified":"2010-11-03T14:01:38","modified_gmt":"2010-11-03T18:01:38","slug":"education-behind-bars-to-remove-bars","status":"publish","type":"post","link":"https:\/\/shermandorn.com\/?p=2664","title":{"rendered":"Education behind bars to remove bars"},"content":{"rendered":"<p>A break from election discussion: David McKay Wilson has an interesting discussion of correctional education in <a href=\"http:\/\/www.hepg.org\/hel\/article\/481\">an article in Nov\/Dec 2010 Harvard Education Letter<\/a>. That means education of teenagers who are in detention facilities. Wilson points to the (non-test-oriented) provisions of NCLB that apply to education behind bars: certification requirements for teachers, tracking of students between local schools and detention, and the ability to require attendance and provide food, etc.&nbsp;<\/p>\n<p>One of the doctoral students at USF a few years ago wrote his dissertation on the federal consent decree in Florida governing correctional education. The long and sordid history of &quot;youth camps&quot; and the like in Florida will be familiar to anyone who knows the history of the education of troubled youth: too little education, too much abuse. A federal case in the early 1980s (<a href=\"http:\/\/www.thewhitehouseboysonline.com\/LEGAL-BOBBYM-CASE.html\">Bobby M. v. Chiles<\/a>) ended with a consent decree requiring that the state and local school districts implement a quite-rigid checklist to make sure detained minors were assessed and provided an education. One of the complications with implementation was a wealthy patron of youth camps in Florida, Jack Eckerd, who according to the record available to this student resisted any sort of actual structured schooling in the delinquency programs he was involved with. The staff were more than willing to comply with the preferences of this powerful patron. (Eckerd was also a major proponent of prison privatization in Florida, which started in the early 1980s.) It took some civil servants with a sense of right and wrong and solid spines, plus backup (the advantage of a consent decree), to change what happened in Florida. My understanding is that the checklist-reform mandated by the consent decree survived the final dismissal of the case in 2000.&nbsp;<\/p>\n<p>Wilson&#39;s lay-oriented article is a decent introduction to the issues, even if it&#39;s missing some of the historical background.
