I&#8217;ve had only a chance to browse it, but it uses regression discontinuity, which is one of the ways to try to adjust for incomparability of intervention and non-intervention group. That&#8217;s good, and given the messiness of the retention literature, any attempt to use the large amount of Florida data should be applauded. Not so great is the comparison of achievement by grade rather than by age &#8212; those retained would also have some maturity effects confounding results. On the other hand, comparing by grade means that you don&#8217;t face the added uncertainty by using the developmental scale score across different grades. So there are no easy, great choices. And, as Winters points out, they&#8217;ve only followed the students through seventh grade. Through the middle school years of his longitudinal study, Karl Alexander thought retention was a great idea, too, until the long-term outcomes turned sharply negative. So the Winters paper is a contribution though it doesn&#8217;t eliminate the inherent messiness of the question (no big surprise).<\/p>\n<p>The other design that I think could be used with Florida data is to use the scoring failures in spring 2006 as a natural experiment&#8211;in that year, far fewer students were retained into fall 2006.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A new study by Marcus Winters\u00a0on Florida&#8217;s third-grade retention policy was distributed last week by the Manhattan Institute.
