So Florida Governor Rick Scott discussed his budget proposal last night with three state senate leaders at a "social" dinner where reporters were excluded (I'm not sure if a pool reporter was there), and there was no opportunity for public observation. Sensitive about open government, reporters have accused those at the dinner of violating the state's expansive open-government law.
I'm not so sure. Is it a violation of the law for the senators to discuss the governor's budget proposal in private if it is a complete fantasy?
