Just a brief note this morning while I'm juggling other things: anyone else note that when conservatives advocate the end of seniority rules for layoffs on the basis of justice towards younger, lower-paid teachers, that bumps up just a bit against conservative arguments against higher taxes for millionaires? In one case we see class warfare waged against those who have toiled long in their field, and then there's the tax debate.

When politicians press for “the end of seniority rules for layoffs,” it typically isn’t “on the basis of justice towards younger, lower-paid teachers,” but as a way of getting rid of the deadwood, those that are there to pick up a pay-check and nothing else. That this might be the result, I will not deny, but I think it more likely to be thought of by its sponsors as a remedy for the dread Baumol cost-disease — if I understand the conservatives rightly.
