Three months ago I predicted that whatever the legal issues involved, the Arne Duncan proposal of swapping waivers for state policy promises was doomed politically.
Now that the waivers are happening (I gather Obama will talk about them tomorrow), it’s time to acknowledge my political instincts were wrong this summer. Instead of sinking beneath the waives in August, Duncan doubled down last month, and Congressional Republicans were focused on a few other shinier objects last month.
Heck, who knows: a few more budget crises and we might have ESEA reauthorization wrapped up by December… probably not.
I know how many SES providers were so worried about this. So much up in the air with NCLB and everything. I guess we won’t know for sure until the next Presidential election.
